North Indian Ocean Hydrographic Commission (NIOHC)

All maritime areas of the world are covered by 15 Regional Hydrographic Commissions around the world, which function under the Work Programmes of the International Hydrographic Organization, to promote greater navigational safety in the region on common standards and procedures. The SOLAS V Regulation 9 of the IMO and UN General Assembly Resolutions 53/32 of 06 January 1999, IHO Convention, and national shipping regulations mandate the coastal states to provide reliable and accurate navigational safety services to be provided to the shipping and for protection of marine environment.

India being the leading hydrographic country in this region, with considerable historic background and expertise, took the lead in the formation of North Indian Ocean Hydrographic Commission (NIOHC) in Jan 2002 with the following primary objectives and aims:-

  • Mutual co-operation in the field of Hydrographic Survey, Nautical Cartography, Chart Datum, latest surveying and cartographic techniques.
  • Coordinating hydrographic resources in the area.
  • Creation of Regional Electronic Navigation chart coordinating centre and global spatial data infrastructure.
  • Conducting joint hydrographic survey of poorly surveyed areas under regional efforts.
  • Mutual exchange of hydrographic products and services for marine safety.
  • Assist in exchange of technical personnel and training to develop regional expertise.
  • Electronic Navigational services, including VTS, DGPS etc.

Composition

The present composition of NIOHC is as under:-

  • Members: Bangladesh, Egypt, India, Myanmar, Pakistan, Saudi Arabia, Sri Lanka, Thailand, United Kingdom.
  • Associate Members: Australia, France, Oman, Mauritius, Seychelles, USA.
  • Observer: Malaysia.
